PADME FARM GIRL (TATOOINE) 
For the inner shirt I would recommend a long sleeved, round collar T-Shirt. The t-shirt has a vertical line on it, usually found on stretchable ones (probably 'Bumble Bee' Plain Rudby). A raw wool or cotton sweater dyed Kelly blue(?) will also do the job. I got my T-Shirt from U2 in 1999 and again in 2001. 
When you buy the T-Shirt, ensure that it's slightly bigger for you to get that excess hand covering. If that is not possible, then try to get cloth of same/similar surface design to add to hand and as belt.  

For the vest, I used a light gray cloth called Capri Knit with a gray lining of cotton drill, which basically gives me 2 shades, gray and black. 

LATEST I've gotten a blanket like material, of cotton-wool blend. It was white with black parts (result of using white and black threads to knit it) so I'm dyed it gray. 

The pant is actually dark maroon. Mine was from my own wardrobe, and came from some Hong Kong fashion shop, bought some years ago. But Dull Black pants that has hidden pockets at the side and back will also do the job.  It is of the normal shape of pants, straight cut; not those that has baggy bottoms.
The shoes is a gray or light black Mosinee. An indoor full bathroom sandals will also do the job (my grandma had one which was bought in Canada). You can also use a sandal that has the front covered. Get also a few meter strip of gray cloth to wrap around the hands and legs. As for the belt, it has 2 layers: a brown leather belt under the blue belt. In my costume, I just use a brown color Cotton Drill, made into a sash with a velcro to hold it together. Then I put another sash of the kelly blue cloth over the brown one, with a bit of the same cloth sew onto one side of it to create a tied look (got the inspiration from the sash wore by military personal in No. 1 uniform!)

 

BUT
If you choose to have the inner shirt tailored, I will recommend using the cloth, 'Bumble Bee' Plain Rudby, Capri Knit or Rubbings (according to Spotlight, Singapore/Australia) color Kelly Blue. It cost SG$8.99 and SG$9.99  respectively and is like the material for my t-shirt. The design is drawn here. A raw wool cloth, colour Kelly Blue will also do the job.

For the pants, you can use any comfortable materials you like but make sure the color is maroon or pale black. IMHO, Cotton Drill or polyester mix, will do the job as it is relatively thick. But if you intend to use the pants in real life, get something more thicker, maybe jeans material.

The vest, as stated above, can be made out of Capri Knit and lined with cotton fabric . If you got the chance, get a darker gray color (I got not much choice so end up with a lighter one) and wool-like or many tones jeans materials. I had seen similar material being used as blanket. I took the vest design from my ex-school pinafold and changing the collar to a round one.

For the binding around then legs and arms, use the same material as the vest

 

HAIR
This is what I'll be doing using both my real hair and fakes. (This will change when I get a new haircut like OB1; will adapt it to a wig)

What I'm trying out is to split my hair into 2 parts, top and bottom at around the top of my ears height. The top is braided and bun up, a bit higher than normal (more like Edward era bun but slightly lower).

The bottom hair are left loose, with 2 set being braided and loop onto the bun to form a "W" shape. I'll also clip a few braids on the free hair for fun. 1 braid is also created at the right hand side of the "free" hair behind my ears (aka Padawan braid) and this braid is run underneath the free hair and across the top before being clip down (it may also get clip along the way to hold it down).

The braid on top of my head will be a plastic headband with hair braids, bought at a shop. Only customization I have to do is remove all the fancy hair clips on the braids at the ends of the band or just cut off those extra braids.

The real design is a lot more complex, as the hair may be split into 7 parts: 5 braids and 2 unbraided (1 folded and "bun" up by one of the braids to form a bun, while other let loose). Some of the hair may also been fake as the 2 braids used to form the W shape on top of the free hair is longer than the free hair. And the action figure hair is longer than actual it seems. I will try to get a scan of the action figure for reference.

The 4" Padme Naberries action figure is very good reference IMHO. I'm actually using it to help me decide on the hairs patterns.
