DARTH SIDIOUS
Darth Sidious cloak is similar to the one Emperor Palpatine wear in ROTJ. Its design is that of a monk cloak with the sleeves bigger as get nearer to the hands and the head covering baggier. Pattern  and  can be used as references.
For the cloth, I would recommend wool or cloths of similar surface and feel (a cloth of wool and cotton mixture is a good idea). The point here is for the cloak to have a smooth and soft look. And it does have a rough surface look too.
But, if you are in a rush to make your Sidious or Maul or Luke cloak, just get the black cloth of twice your height, sew on one length side and the bottom of the cloth ; and pom! You got your cloak. Of course, you may end up like this:
