BASIC JEDI/SITH ROBE/CAPE
I recommend using the following commercial patterns to create the cape:

The only adjustment you should make it to make the hood bigger (or vertical length longer) and no hand slits should also be made on the robe. The back piece can also be cut as one piece instead if 2 as said on the instructions. Lining is not necessary but is recommended if you want a thicker and more complex looking cape.
As for cloth type, again I recommend using Cotton Drill or any other cotton materials that is thick. Wool or felt-like material will also do but that is all according to your taste.
